Update NetSurf recipes to work with hybrid build

NetSurf will switch to gcc4 only starting in version 3.4 (and in current git sources) because of their new JavaScript engine. The goal of this task is to update all recipes for NetSurf and dependencies to allow for a gcc4 build.
