Replace the layout-only span.mw-editButtons-pipe-separator in favor of CSS

This task is about MediaWiki core.

span.mw-editButtons-pipe-separator in the MediaWiki core code base seems to be a leftover from Internet Explorer 6 times. We do not support IE6 anymore.

Let's replace it by a CSS only approach and generated content content: '|' and remove the stupid layout-only DOM element.
